NO. Real Union within Yoga is NOT the one when Kundalini reaches Sahasrar. Real Union is beyond that. Kundalini follower (I am NOT talking about the Kundalini Yoga Style) uses the Kundalini arousel as one of the practice towards the final goal.

A Yogi following Kundalini Yoga path believes that Lord Shiva resides in the Sahasrara and the mother Kundalini or Shakti in the Muladhara. The Kundalini is in sleeping state and the aim of such Yogi is to awake her and take it to Lord Shiva i.e. Sahsrara. When Shiva and Shakti unite a pure bliss showers on the sadhaka. I guess what you are referring to as union is this process. But as Neel said this union of Shiva and Shakti is not the final liberation. It is still beyond.
