Yes, they certainly could both be used to describe tadasana with arms overhead. I would use vrksasana to mean arms overhead and legs in vrksasana (tree pose) rather than legs in tadasana myself, but I can see them being used to mean the same thing.

Yes. Does not make any difference. I shall make a better name for you, for example:

urdhva hasta tadaasana....tadasana with hands lifted up.

or even better: urdhva hasta utthita tadasana... tadasana with lifted hands and legs in a standing position.
